Study Committees are the main form of research in CIGRE that promotes experience sharing and scientific exchanges as pertains the mission of the organization. The goal of CIGRE SC D1 Materials and Emerging Test Techniques is to facilitate engineering progress and information sharing internationally in regard to materials and emerging test methods. The committee makes an input by generalizing advanced techniques and offering recommendations. Such activity would also include support and evaluation of innovations in new and existing electrical engineering materials development, test techniques and incurred research framework and regulations, new test methods that would seriously influence power networks in the present and in the long term perspective.

The organizers are SC D1 RNC CIGRE and Technical inspection of UES CJSC with support from RNC CIGRE.

On behalf of RNC CIGRE Chairman Andrey Murov, Olga Frolova, Executive Director at RNC CIGRE addressed the audience with the welcome speech. It was said in the address that the measuring techniques are continuously developing and try new operating principles. The work group’s objective is to understand approach to measuring moisture of transformer oil from the empirical test data from various countries. The results of this work would provide valuable information for the methodology of transformer insulation moisture measurement with practical application by the power grid companies all over the world.

The head of the international work group Ivanka Atanasova took her turn, pointing out the input of the soviet and Russian scientists in development of the fundamental science and practical research applications in electrical engineering.

Dr. Alexander Slavinsky, SC D1 Chairman and Russia’s representative in CIGRE SC D1, Chairman of the Board of Directors at Izolyator took part in the event. He greeted the guests and emphasized the importance and scientific value of the group’s work for domestic and international power industry, because the problem of moistur measurement in transformer oil still remains, with measurement techniques having scientific value.

Representatives of various countries joined the working session. Russian Federation was represented by Leonid Daryan, Eng. D, Research and development support at Technical inspection UES. During the session, the colleagues discussed the outcomes of the scientific research and work group’s results from the last year.

According to the schedule, the group WG D1.52 is on final stages of its work, so a substantial part of the discussion was dedicated to the brochure preparation, which contains the findings of the research.

In conclusion, the organizers arranged for a Moscow city tour for the work group participants.
