Discussion of Import Substitution Development Program at Rosseti

On 25 October 2018, Chairman of the Board of Directors at Izolyator and Head of Study Committee D1 RNC CIGRE Materials and Emerging Test Techniques Alexander Slavinsky took part in the discussion of import substitution in Rosseti PJSC, which was held in the State Duma of Russian Federation.

Rosseti Group — the operator of energy networks in Russia — is one of the largest power companies in the world. The company manages 2,34 million kilometers of power lines and 502 thousand substations with the total transformer capacity of more than 781 thousand MVA. The complex assets of Rosseti Group are represented by affiliated and dependent companies including interregional and a regional distribution grid company. Rosseti Group is a leading company in the Russian market in introducing innovative technologies to the main and distribution grid complex. The controlling shareholder is the State represented by the Federal Agency of the State Property Administering of the Russian Federation.

The topic of discussion “Import substitution in Rosseti PJSC in research and development, prototyping, business and development of domestic electro-technical technologies in the electric power complex of Russian Federation”.

Discussion went at the sitting of the Power industry section of the Expert council of the Just Russia political party in the State Duma of the Russian Federation.

Igor Ananskikh, the Just Russia representative and First Deputy Chairman of the Power industry committee moderated the sitting.

Rosset PJSC management and other companies of power complex representatives took part in the event.

The meeting participants marked that the decrease of Russian fuel and energy complex dependence on import of equipment and services of foreign companies is a priority for Russia power grid companies.

According to Deputy General Director on capital construction of Rosseti PJSC Sergey Sergeev, the company is always oriented to the Russian manufacturers, while the targeted volume of foreign equipment purchasing by 2022 will make 10 % (in 2013 the share of imported equipment approached 30–40 %).

In his speech, Alexander Slavinsky spoke about readiness of domestic electrical engineering companies for active involvement of import substation programs for Russian power companies and on the example of Izolyator and Rosseti cooperation told about innovative designs of electrical products.

Besides import substitution issues, the meeting participants also discussed problems of the legislation, regulating the topic.
