Meeting of SC D1 of the Russian National Committee of CIGRE

On 22 March 2018, a meeting of study committee D1 “Materials and Emerging Test Techniques” of the Russian National Committee of CIGRE (RNC CIGRE) was held at Izolyator plant.

The RNC CIGRE Subcommittee D1 “Materials and Emerging Test Techniques” was created on the basis of Izolyator plant (Massa LLC) as a regular collegial body reporting to the Technical Committee of the RNC CIGRE. Izolyator plant received a status of the Leading scientific and technical partner to RNC CIGRE. The agreement was concluded for the period of five years from 11 February 2016 till 10 February 2021. Dr. Alexander Slavinsky, Chairman of the Board of Directors at Izolyator headed the Subcommittee D1. The Subcommittee D1 deals with theoretic research in electric insulating materials application in high-voltage equipment.

Alexander Slavinsky, EngD, Head of SC D1 RNC CIGRE, Russia’s representative in CIGRE SC D1, Chairman of the Board of Directors of Izolyator chaired the meeting.

Olga Frolova, Executive Director, RNC CIGRE took part in the meeting.

It was the first experience of having the meeting as a video conference, with these SC D1 RNC CIGRE members participating:

• Alexander Monastyrsky, Chairman of R&D sector of the Department of High-voltage equipment, insulating and cable equipment at the Peter the Great St.Petersburg Polytechnic University;
• Alexander Kononenko, Head of Department of nuclear power plant and nuclear installation electric elements diagnostics and testing, Research Institute of Scientific Instruments;
• Victor Turkot, PhD, Technical Director, Diatrans Ltd;
• Macel Garifullin, Professor, Power systems and networks Department of the Kazan State Power Engineering Institute;
• Vladimir Kozlov, Professor, Department of Electric systems and networks, Kazan State Power Engineering Institute;
• Sergey Kassikhin, Chief Engineer of the Design bureau, Izolyator;
• Alexander Krayacic, PhD, Head of ASU-VEI Ltd;
• Maxim Bobryshev, Project Manager, Engineer, Elec-Trade-M Ltd.,

• Galina Ustinova, Engineer of the Moscow branch of Izolyator.

In his opening speech, Alexander Slavinsky emphasized that the video conference mode helps to discuss pending issues and take decisions, with all members from different locations in Russia voting, on an expedited basis and to liaise with experts from other countries,

Olga Frolova, Executive Director RNC CIGRE familiarized the meeting attendees with the issues pertaining to preparation of Russia’s participation in the 47^th CIGRE session, namely:

• Working out possibility of RNC CIGRE’s youth section participation;
• Participation in the collective exposition of RNC CIGRE;
• Participation in the collective digital exposition of the session;
• Possibility of training programs attending during the session.

According to the meeting agenda, these topics received coverage:

• - activities plan of SC D1 RNC CIGRE for 2018,
• - preparation plan for the 47^th CIGRE session,
• - suggestions on creation of problem workgroups within SC D1 RNC CIGRE to work on the important relevant directions of scientific research together with the departments of universities and partners,
• - creation of joint expert group with study committees A3 “High-voltage equipment” and A2 “Transformers”,
• - development of recommendations on the work of the study committee’s representatives in the open workgroups (CIGRE WG D1),
• - organization of public lectures for university students and creation of talent pool among youth and students for recruiting to study committee D1 RNC CIGRE.

In the closing remarks, Alexander Slavinsky thanked the attendees for their activity at the meeting, sharing his confidence of taking the study committee’s activity to a whole new level by common effort, with its results becoming a basis for efficient operation of Russian specialists in the framework of SC D1 CIGRE.
