Meeting of the Expert Council for Power Engineering, Electrical and Cable Industry in the State Duma

On 22 March 2022, the management of the Izolyator Group took part in a meeting of the Power Engineering, Electrical and Cable Industry under the Committee for Industry and Trade of the State Duma of the Federal Assembly of the Russian Federation on the topic: ‘On the current situation at the enterprises of power engineering, electrical and cable industry’.

The Expert Council for Power Engineering, Electrical and Cable Industry functions under the Committee for Industry and Trade of the State Duma of the Federal Assembly of the Russian Federation. The competence of the Committee is addressed to: legal regulation in the field of industrial policy; legal regulation in the field of industrial safety and reducing the risk of man-made emergencies at industrial infrastructure facilities, technical regulation, standardization, ensuring the uniformity of measurements, foreign and domestic trade, retail markets, consumer protection; monitoring the implementation of state programs that are within the scope of the Committee's activities; coordination and supervision of the activities of expert councils operating under the Committee.

The event was attended by members of the Expert Council and the relevant Committee, representatives of the real sector of the economy and federal executive authorities.

The meeting opened with organizational issues, including the approval of the new composition of the Expert Council. First Deputy Chairman of the Committee for Industry and Trade of the State Duma Alexander Kozlovsky became its chairman.

Further, according to the agenda, those present began to discuss the current situation in the enterprises of power engineering, electrical and cable industries.

Alexander Kozlovsky focused the attention of the participants on the fact that in the face of unprecedented sanctions, it is necessary to consider the position of not only the management of enterprises, but also customers.

‘It is very important to listen to the opinion of customers, to find out what problems they face and how they see the solution of the objectives that we face. It is also important to exchange views in order to understand what tools we can use in the current conditions’, added the Chairman of the Expert Council.

Deputy Director of the Department of Mechanical Engineering for the Fuel and Energy Complex of the Ministry of Industry and Trade of the Russian Federation Denis Klyapovsky spoke about the current support measures for manufacturers.

Also, presentations were made by representatives of the Ministry of Energy of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Rosseti Group, the Federal Hydro-Generating Company — RusHydro, the Inter RAO holding, the Transneft company, the International Association ‘Electrocable’ and other institutions and companies.

Communication between industry professionals lasted more than two hours, about 20 proposals were voiced. Explanations are given for each of them. As Alexander Kozlovsky noted, proposals that were not announced during the meeting will be accepted by the staff of the Expert Council within a few days, they will be included in the general list and sent to the ministries for consideration.

‘In the current conditions of economic challenges, the Expert Council has become the discussion platform on which specific proposals are formulated to improve the core industries and level the consequences of economic pressure. I am convinced that our import substitution initiatives will find a positive response in the Government’, Alexander Kozlovsky commented following the meeting of the Expert Council.

In conclusion, he added that such formats would be used in the regions to discuss pressing issues with the broad involvement of the business and expert communities.
