Participation in the Business Breakfast of Corporation of Mid Ural Development

On 22 March 2018, Alexander Slavinsky, Chairman of the Board of Directors at Izolyator took part in a business breakfast dedicated to the Power equipment machine building in Russia, which was organized by Corporation of Mid Ural Development.

Corporation of Mid Ural Development is a company, set up by the Government of the Sverdlovsk region, specially set up to assist realization of investment projects for business.

The event received support from Rosseti PJSC, the State Duma of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation.

Representatives of legislative and executive branches of the government, Rosseti, generating companies and power equipment OEMs discussed experience of operation in import substitution conditions, changes in legislation and purchasing plans of the state as well as readiness of the market players to import decrease.

The corporate import substitution strategy of the key client in Russia’s power industry was presented by Artem Alekseev, Head of International Cooperation Department, OEMs at Rosseti PJSC. He marked that among measures of state support of manufacturers there is a great attention given to financing of research and prototyping, subsidies of test batches production, special investment contracts.

Russia’s power industry is a large market place. Besides, Russian companies are building power infrastructure abroad, which enables them to use programs of state support for exporting equipment from Russia to other countries.

The order #653 of the Ministry of Industry and Trade determines decrease of imported 110–220 kV transformer share from 65 % to 40 %, switchgear — to 30 % (from current 91 %), high-voltage gear — from 30 % to 10 % by 2020. Also, 60 % of electric transformers should be Russian-made by this time, containing less than 10 % of imported components.

In the near time, Ministry of Industry and Trade will announce interim results of imports decrease since 2015 and Russian components share growth. Depending on that information, the Ministry would plan further import substitution activities to reach to targeted indicators.

The business breakfast participants emphasized that such events help to set up a dialogue between authorities and business community to actively realize the state announced programs of import substitution and lead to the development of Russian power equipment building industry in general.
