Joint Meeting of the Expert Council by the Energy Committee of the State Duma and Transneft

On 17 June 2019, Izolyator participated in the joint meeting of the Expert Council by the Energy Committee of the State Duma and Transneft, dedicated to the import substitution topics and innovation.

The State Duma Committee on Energy is in charge of: legislative support for the functioning and development of the branches of the fuel and energy complex — the oil, gas, coal and nuclear industries, as well as the electric power industry, including the regulation of sectoral peculiarities of legislation in the field of ecology and subsoil use; taxation and customs regulation of the fuel and energy complex; antitrust laws in terms of control over the activities of these industries; industrial safety issues in the fuel and energy sector; international cooperation in the energy sector and much more.

The Expert Council of the State Duma Committee on Energy serves as a public advisory body conducting scientific, legal, expert, informational and consultative support of the activities of the State Duma Committee on Energy.

The Transneft company is an operator of oil trunk pipelines in Russia.

The company renders crude oil and oil product transportation services via oil mains system across the Russian Federation and beyond.

The Government of Russian Federation established Transneft.

The meeting that took place at the head office of Transneft in Moscow was chaired by the First Deputy Chairman of the Energy Committee of the State Duma, Section Leader, Import Substitution in fuel and energy sector of the Expert Council by the Energy Committee of the State Duma Igor Ananskikh.

Pavel Revel-Muroz, Transneft Vice-President, his colleagues in company management and representatives of partner companies — equipment OEMs for fuel and energy sector — took part at the meeting.

As regards the import substitution program in Transneft, not a single application was left without consideration. In every case, the company carefully studied the proposal, discussed it, met to follow it up later in view of implementation possibility or setting up a pilot project.

The meeting participants marked the importance and necessity to carry on with the activities that facilitate localization of Russian production and engagement of domestic manufacturers in import substitution.
